Labor Market Impact of Regional Joint Environmental Regulation on Polluting Firms--New Evidence from Geographic Regression Discontinuity
内容简介:Political debates on environmental regulation have typically focused on the labor market impacts of policies on employment, while have rarely involved research on regional joint environmental regulations. Concern about job-killing caused by environmental regulation may be overstated. This study adopts geographic regression discontinuity (RD) approach to examine the labor market impact of the regional joint environmental regulation 2+26 Cities Special Emission Limit Program for Air Pollutants, using cross-sectional labor demand data from July 2018 from www.zhaopin.com. It is found that the policy significantly boosts the labor demand of polluting firms and exerts a positive green employment effect, rather than a simple inter-industry transfer. However, a further look at the structural changes in the labor demand reveals that the demand for low-income, low-educated, low-skilled labor increases in polluting firms within the 2+26 cities, while the demand for high-income, high-educated, high-skilled labor decreases. This implies that 2+26 program has raised the cost of environmental remediation for firms, making them use more low-cost and low-quality labor to offset higher-cost and high-quality labor, resulting in a positive employment effect in general, but still a structural degradation of employment skills. The heterogeneity analysis shows that the labor demand boosting effect is more pronounced for firms in technology-intensive and mature decline. The mechanism analysis shows that this policy can increase the labor demand of polluting firms through cost offset mechanisms and increased investment in fixed assets. Moreover, this increase in demand for low-quality labor is accompanied by wage losses, while wage compensation exists for high-quality labor facing unemployment. This facilitates a better understanding of the labor market response to environmental policy from a regional joint environmental regulation perspective.
